Narrative
WASHINGTON D.C. – A teen faced arrest earlier this week in connection to a hit-and-run accident that occurred early last month in downtown Washington D.C.
The incident occurred at 4:15 a.m. at the intersection of 12th Street Northwest and U Street Northwest, which is near the African-American Civil War Memorial.
The investigation indicates that 55-year-old Donnel Bracket Phillips was crossing at the intersection in a designated crosswalk when a vehicle struck him. The driver involved stopped to assess the victim before leaving the scene without rendering aid or notifying authorities.
Phillips died at the scene of the crash.
After reviewing surveillance footage, police identified and located the 17-year-old driver involved in the accident. He will be charged as an adult on first-degree murder charges.
The investigation is ongoing.
